SAMS stands for Student Academic Management System. It is the Government of Odisha's common e-admission platform for +2, +3, PG, B.Ed, ITI, Diploma and more. Here is how it works, in plain words.
The SAMS full form is Student Academic Management System. It is the online system the Government of Odisha uses to admit students to colleges and institutes across the state. Instead of buying forms at every college, a student fills one Common Application Form (CAF) on the official portal, lists the colleges and streams they want, and gets a seat through a merit list (ମେଧା ତାଲିକା).
This page is part of sams-odisha.net, an independent guide. We are not SAMS, OCAC or any government department. The official portal is samsodisha.gov.in, and everything you submit should go there, never to a third party.
SAMS full form and what it does
The official SAMS home page describes SAMS as "an integrated portal which provides a common platform for admission into various courses across the State". This is the e-Admission side. According to the official About page, SAMS also maintains each admitted student's academic and financial records after admission.
In practice, SAMS does three jobs for students:
- Application: one online CAF per course, with a list of choices in order of preference.
- Selection: merit lists in rounds, with your status shown on the portal.
- Records: your admission details stay in the system, and some board notices are shared with schools through SAMS e-Space.
For example, a CHSE notice from September 2026 asked OCAC to upload re-checking results to SAMS e-Space for schools. Students still check their own results on the board website.
Who runs SAMS Odisha
According to the official About page, SAMS was conceived and planned jointly by the Higher Education Department and the IT Department, Government of Odisha. IT support is provided by OCAC through its implementing partner. A Government of India (NeGD) directory entry names CSM Technologies as the implementing agency.
Different departments own different admissions:

A short history of SAMS
The official About page gives this timeline:
- 2009-10: started in 60 junior colleges.
- 2010-11: 169 junior colleges and 53 degree (+3) colleges.
- 2011-12: all junior colleges, including +2 self-financed colleges, and 162 degree colleges.
Initial funding came from the 12th Finance Commission Grant. Since then, the portal has grown to cover PG, teacher education, ITI, Diploma and several special courses.

When we checked the official home page on 16 October 2026, its menu listed Degree (+3); Post Graduation; B.Ed, B.H.Ed and M.Ed; 3 Year LL.B.; 3 Year Integrated B.Ed-M.Ed; Higher Secondary School (+2); D.El.Ed.; Correspondence (CHSE); ITI; Diploma (Polytechnic); Post Diploma in Industrial Safety; Post Diploma in Iron and Steel Manufacturing and Plant Management; Music, Dance and Drama Education (+2); Bachelor in Performing Arts; Physical Education; the Mukhyamantri Research and Innovation Fellowship Program; and UPSC Civil Service Coaching.

How the SAMS admission cycle works
Most SAMS admissions follow the same pattern. Exact steps and menu names vary by course and year.
- Result: your board or entrance result comes out (for example BSE Class 10 on 2 May 2026, or CPET on 2 July 2026 as reported).
- Registration: you register on the course portal with your own mobile number and an OTP.
- CAF: you fill the Common Application Form, add choices in order of preference and pay the official CAF fee, if any.
- Merit list: SAMS publishes selection rounds. For +2 the official FAQ lists First Selection, Second Selection and Spot Admission.
- Your decision: in +3 and PG you choose Freeze, Slide or Float after allotment, as the official FAQs describe.
- Reporting: you go to the allotted institution with original documents and complete admission before the deadline.

Using SAMS safely
CAF fees are set separately for each course and shown on the official portal. Keep these points in mind:
- Fill your CAF yourself on the official portal. Pay only the official fee shown there, if any.
- The official +2 FAQ says selection status comes by SMS, email and WhatsApp, and there is no postal intimation letter.
- Never share your OTP, password, Aadhaar or bank details with callers. No genuine helper needs your OTP.
- Seats come only through SAMS merit lists. As reported in 2023, about 50 students admitted directly by colleges outside the SAMS list had their admissions treated as null and void.

For example, a DHE letter in July 2026 set the revised +3 schedule and free Regular Mode education. ITI and Diploma fall under the Skill Development department instead.
