SAMS Odisha PG Admission 2026: CAF, Entrance and Merit

Finished your degree and want an MA, MSc or MCom in Odisha? This guide explains the 2026 SAMS PG admission: the CPET-only merit rule, the PG CAF fee, how many options you get and the counselling dates.

Checked against official sources: 16 October 2026 · Independent guide

Postgraduate (PG) admission to state public universities and colleges in Odisha runs through the SAMS PG portal, pg.samsodisha.gov.in. Two steps matter: you first take the Common Postgraduate Entrance Test (CPET), then you fill the PG CAF and take part in counselling rounds.

This independent guide uses the official PG FAQ and labels news reports clearly. We are not part of SAMS or the Higher Education Department. For the entrance exam itself, read our CPET Odisha guide.

How PG merit is decided

The official PG FAQ says admission is "based solely on the scores obtained in the Common Postgraduate Entrance Test (CPET)". The old system, which mixed graduation marks and entrance marks in an 80:20 ratio, was dropped. Note that the FAQ text refers to the 2025-26 session; we did not see a change for 2026.

So your degree marks decide your eligibility, but your CPET score decides your rank. Eligibility rules for each course are listed on an Eligibility page of the PG portal, which the FAQ refers to. We could not open that page, so check it on the portal for your subject before applying.

  4. Fill the CAF with your degree details exactly as on your marksheet.
  5. Choose up to 5 subjects and up to 10 options in order of preference.
  6. Pay the fee shown and save the CAF print.
  7. Lock your choices in the counselling window and check each round's allotment.
  8. After allotment choose Freeze, Float or Slide, then report with original documents.

If you cannot log in, see our SAMS login guide or call the official SAMS helpline 155335 or toll-free 1800-345-6770.

Freeze, Float, Slide and later phases

The official PG FAQ says Freeze, Float and Slide options apply to PG, as in degree admission. Freeze means you accept the seat. Slide and Float keep your seat while you wait for a better choice. These are explained in more detail on our merit list guide.

One important rule from the FAQ: students admitted in Phase I cannot join Phase II or SPOT admission. So think carefully before you report in Phase I if you hope for a better seat later.

Free PG education from 2026-27

A DHE letter dated 07.07.2026 (official PDF) says students admitted to Regular Mode UG and PG courses under SAMS get free education from 2026-27. Self-Financing Mode seats still charge fees. Careers360 (2 July 2026) reported that the Cabinet's "Gyanodaya Shiksharu Samruddhi" scheme covers regular PG courses in government and aided institutions and state public universities, but not self-financing, unaided, PPP or professional and technical courses.

If you are also thinking of teaching, compare with our B.Ed admission guide.

Stay safe

This guide is independent and is not connected to SAMS, the Higher Education Department or any government office. We never ask for your CAF number, roll number, login ID, password, OTP, Aadhaar or bank details, so please do not send them to us.

  • Fill the CAF yourself on the official portal and pay only the official fee shown there, if any.
  • Never share your OTP, Aadhaar or bank details with unknown callers, even if they say they are from SAMS or a college.
  • Beware of fake websites, fake result or merit list links, and agents who promise a seat for money. Seats are given only through the official selection rounds.
  • Open the portal by typing samsodisha.gov.in yourself instead of clicking forwarded links.

Frequently asked questions

Is PG admission in Odisha based on CPET only?

Yes. The official PG FAQ on pg.samsodisha.gov.in says admission is based solely on CPET scores, and the old 80:20 ratio of graduation and entrance marks was dropped. The FAQ text refers to the 2025-26 session. Your degree still decides whether you are eligible for a subject, so check the eligibility rules.

What is the SAMS PG CAF fee?

The official PG FAQ lists Rs 500 per subject for General candidates and Rs 300 per subject for SC/ST candidates, with Rs 200 for each additional subject. PwD candidates with 40% or more disability and transgender candidates are exempt. You can apply for up to 5 subjects. Pay only on the official portal.

How many options can I fill in SAMS PG?

The official PG FAQ allows a maximum of 10 options, where each option is a subject plus a university or college. You can apply in up to 5 subjects. Since options are limited, choose a sensible mix of top and safer institutions based on your CPET rank and last year's trends.

When is the SAMS PG first round allotment 2026?

Careers360 reported on 28 July 2026 that choice locking ran from 27 July to 2 August and Round 1 allotment was on 7 August 2026 at 4 pm, with Round 2 on 17 August. These dates are as reported, not from an official notice we saw, so confirm on pg.samsodisha.gov.in.

Is PG free in Odisha government colleges now?

A DHE letter dated 07.07.2026 says Regular Mode UG and PG courses under SAMS are free from 2026-27. Self-financing seats still need fees. Careers360 reported that the scheme does not cover unaided, PPP, professional or technical courses. Confirm the fee for your seat with the university before you report.

Can I join Phase II if I took admission in Phase I?

No. The official PG FAQ says students admitted in Phase I cannot take part in Phase II or SPOT admission. If you are hoping for a better seat, use the Slide or Float option during Phase I rounds instead, and read the rules on the portal before you report.
